The Astor Legacy Chapter 2: Jeffrey Astor's Riverview Childhood
This chapter chronicles the lives of Hope and her young son Jeffrey Astor in the 1950s. Hope struggles to raise Jeffrey as a single parent after her husband Michael Astor was killed in the Korean War.

The files come in package format and need to go into the mods folder: http://www.modthesims.info/wiki.php?title=Game_Help:Installing_Sims_3_Package_Files/Setup_and_Files
The error you are getting 'the file is damaged or in an unknown format' happens when you try to extract the package file as though it is zip file. I tried to extract the file as a zip to see if I could replicate your error and I was able to.
Try downloading them and using the link above to install them. If you have any questions or need further help you can contact me at my blog (http://ptylos.wordpress.com), seeing it was just random luck that I stopped by here and noticed your question.
